Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the introduction of a new 28-point plan for achieving ceasefire appeared – briefly – to have been stabilised. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Pattern of Peace Talks and Military Action
The succession of conflicting incidents captured the bleak nature of the outgoing year. By day, political struggles are fought: hopeful statements are released from different nations. Immense energy is allocated on restraining certain initiatives. By night, the Kremlin clearly shows the world that, for them, military action persists as the main instrument for achieving "peace".
Nighttime Reality
As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is capable of detecting rocket firings from across the border, a capability enabled by current data. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to intercept incoming guided weapons roared overhead – advanced fighter aircraft delivered to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons activated: several firings targeted at a hostile projectile. This was a sophisticated defense system at work, most likely provided by Western nations. Every deployment jolts you unexpectedly, shaking the windows. The instant of fear quickly transforms into resigned acknowledgment: possibly the hostile projectile won't cause damage this time, preventing destruction from devastation and additional electricity failures.
Continuous Dangers
Following this, a automatic firearm engaged a drone somewhere nearby, part of a defensive team – most likely allied-provided weaponry. Sadly, the projectiles didn't strike the enemy aircraft – it continued its flight toward its destination.
Periodically, this persisted until dawn. Kyiv greeted the morning news: seven people killed, damage and infrastructure problems in many homes as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – living the war. But those full day encapsulated Ukraine's critical military reliance on international aid – a dependence that European nations are clearly incapable to replace in the near term.
Unsuccessful Negotiations
The detailed framework from American leadership sparked intense emotion, debate and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.
Every new proposal from US leadership follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually secure success. This pattern will, undoubtedly, endure.
Strategic Calculations
It is tempting to accuse particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. Washington functions according to a premise well known to experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The White House believes that it is unfeasible to force Russia to abandon the territory that it currently occupies in Ukraine's south or east.
The problem is that while recognising this factual reality, American administration does nothing to prevent Kremlin actions, through diplomacy or military means, from assuming that the situation will not evolve additionally in its favour in the months ahead.
Opposing Positions
Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its partners are coming close to fatigue. Their reason to agree to terms that does not give them the maximum possible gain is close to zero. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leadership remains supremely confident in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing lives and land but averting a total frontline collapse until circumstances change in its benefit.
Current Realities
Factually, there are no real preconditions for a truce. Now, personal considerations are entering the equation: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unacceptable, so that their priority does not switch to homefront challenges. And although their objective will now be considerably more difficult after recent developments, it remains highly unlikely that this will alter their fundamental strategy.
These opposing factors are driving the talks.
Assessment and Future
It took a mere seven days to kill the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, current information leaks, all achieved their purpose.
While new plans based on previous concepts are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to alter the situation, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, largely rely on ongoing international assistance.
