The pace bowler has taken over 300 dismissals in 71 appearances with an impressive average.
Australia's chair of selectors the selector has confirmed that skipper Cummins will play a "major part" in the forthcoming Ashes series.
There were concerns that the 32-year-old might be unavailable due to a ongoing back issue that remained unresolved.
Earlier indications from the Australian camp suggested no definitive call had been made regarding Cummins' participation, with the five-Test series scheduled to begin on the 21st of November in the WACA.
Bailey expressed that Cummins is "building up" and remained hopeful about the prospects of taking part.
"We know that time is getting short and multiple considerations at play, aside from the physical problem, but further aspects," Bailey remarked.
"It's positive. There's strong faith that he'll participate in a significant role. With luck it's the first Test. Otherwise, we'll reassess."
Previous Setbacks
Cummins was ruled out Australia's limited-overs series against both Asian and Trans-Tasman rivals recently after scans revealed a lower back issue.
Previous incidents include of spinal problems, with setbacks in several earlier campaigns causing him to miss several home seasons in four years.
Cummins stated he would be proactive in his approach in his recovery plan to secure his spot for the contest.
The selector indicated that he did not know if he had started his bowling workouts as part of his recovery but conceded it was "getting tight" for him to recover fully for the opener.
Contingency Plans
If he's unavailable, ex-skipper Smith will assume leadership.
The talented all-rounder was recently pulled out from the ODI lineup for their ODI contests against the subcontinent side as a precautionary measure because of an abdominal issue.
Bailey described it as a "minor" injury and mentioned that Green will play in the domestic first-class competition, so will be "ideally positioned to deliver overs."
"Extensive planning has gone into building out the plan for him to participate for the initial game as an batting and bowling option," the selector detailed.
"Originally, he'd only feature in the first two ODIs in any case. The way he swings the cricket bat in white-ball cricket, if it causes any delay for a short period, we opted to approach this more conservatively."
